This policy brief is part of a series of proposals to promote a just and resilient economic recovery in Latin America. For Mexico, it analyzes how climate finance can guide public, private, and mixed investments toward mitigation, adaptation, and resilience measures.
The brief notes that climate action was largely absent from the post-pandemic recovery agenda, despite Mexico's experience with national and subnational climate finance mechanisms. It also highlights that the disappearance of the Climate Change Fund created new challenges for meeting the Sustainable Development Goals and the country's international commitments.
Its recommendations include strengthening SEMARNAT's climate governance, prioritizing public spending with technical mitigation and adaptation criteria, developing public officials' climate capabilities, advancing subnational climate action, and continuing to explore innovative finance mechanisms.
For the private sector, it recommends active participation in platforms that define climate finance criteria, greater support for public-private finance schemes, and climate action investments aligned with corporate sustainability goals.
